Unlock the miter saw and let the blade retract. There need not be a clamp on the back as it would be impossible with the spinning blade. Once this is done, turn on the miter saw and bring it down so that it cuts into the hardwood 'dowel plate'.

For this I cannot recommend using Forstner bits enough. It's extremely important that the holes are straight, so I can't recommend enough that you use a drill press.

Drill presses are relatively inexpensive and it's not necessary you run out and get the most expensive one.
