Sam A. I am embarrassed to say that the reason I could not pivot the arm is that I did not pull down the yoke release at the bottom of the yoke assembly. It can be difficult to get to some parts. Yes, you should be able to remove the plastic cover to access the pin. I've seen these things get some corrosion built up on them when they're not moved around pretty often. I have tried to pry it off with a small flat tip screwdriver but it looks like it will break so I stop.
